Temporary subsidies are limited to scrapped vehicles, and old vehicles that are transferred from Beijing to other places are not included in the temporary subsidies. The Beijing Municipal Environmental Protection Bureau said that accelerating the elimination of old motor vehicles will have a positive effect on improving air quality in Beijing.
From this Monday to October 31, the owner of the scrapped old motor vehicle in Beijing will increase the subsidy of 3,000 yuan on the basis of the average subsidy of 6,000 yuan per vehicle. The maximum increase of the subsidy amount can reach 5,000 yuan. This means that during this period, the scrap subsidy for Beijing minibus increased from 7,000 yuan to 9,500 yuan, and the bus subsidy increased from 16,500 yuan to 21,500 yuan. At the same time, the increased scrap subsidy standards are differentiated according to different types of vehicles, service life and emissions, and the medium and heavy-duty diesel vehicles with serious pollution are encouraged to be scrapped and eliminated. Li Kunsheng, director of the Motor Vehicle Emissions Management Office of the Beijing Municipal Environmental Protection Bureau, said that the temporary increase in scrapping subsidies is only for the dismantling of scrapped vehicles, excluding old vehicles that were resold from Beijing to other places:

Carbon monoxide, nitrogen oxides and other pollutants emitted by motor vehicles are the highest among all pollution sources in Beijing. Accelerating the elimination and renewal of old motor vehicles has a positive effect on Beijing's control of air pollution. Li Kunsheng said that the main reason for the temporary increase in subsidies at this stage is that September and October each year is the golden period for new car sales, hoping to encourage more car owners to actively eliminate old cars:
