A very basic vehicle for emissions trading is the emission permit. The “Guidance Opinion on Further Promoting the Pilot Work of Paid Use of Pollutant Emissions and Transaction” issued by the State Council in recent days also clearly states that the emission right shall be confirmed in the form of a pollutant discharge permit.

At present, the Law on Prevention of Water Pollution and the Law on Prevention and Control of Atmospheric Pollution have all clearly stipulated the implementation of a permit system for pollutant discharge. Now the new environmental protection law also clearly stipulates the system for implementing a pollutant discharge permit.

Huang Xiaojin mentioned in an interview with the Chinese government website on the 4th, “The Ministry of Environmental Protection is stepping up efforts to introduce the measures for the management of pollutant discharge licenses and formulate regulations for the management of pollutant discharge licenses. This method has also done a lot of preliminary research work and has been relatively mature, and it strives for the end of this year. The measures for the management of pollutant discharge permit can be promulgated to more uniformly regulate the issuance and management of pollutant discharge permits."

It is reported that in the right to emit pollutants, the initial allocation problem is the focus and difficulty of the work. The allocation of emission rights countries has issued regulations and approved technical guidelines for the approval of water and air pollution discharge indicators during the “11th Five-Year Plan” period. With the advancement of pollution discharge rights, the Ministry of Environmental Protection will further standardize and unify the methods for the distribution of major pollutants, including water and atmosphere. At the same time, it will also guide and encourage local governments to reasonably determine emission rights according to their actual conditions.
