Building a plant is a booster for capital?

On June 22 last year, it was reported that Tesla had signed an agreement with the Shanghai Municipal Government to establish a factory in China, and Tesla would at least establish a joint venture with a local Shanghai company. However, Musk has publicly expressed his strong interest in investing in factories in China. He believes that local production can eliminate tariffs and reduce transportation costs. It can reduce the price of Tesla electric vehicles in China by one-third.

Since then, almost every month there have been news of Tesla building a factory, and people once believed that in December 2017, Tesla will settle down in Shanghai factory. However, not long afterwards, the Chinese government announced that it would expand the degree of opening up, reduce tariffs, and cancel restrictions on foreign investment in new energy vehicles. On April 17 this year, the National Development and Reform Commission announced the timetable for relaxing the restrictions on the proportion of foreign-invested shares in the auto industry. The ratio of foreign-invested shares in new energy vehicles will be cancelled this year. Previously, the government stipulated that foreign car companies could only exist through joint ventures, and the maximum shareholding ratio could not exceed 50%.

At the Tesla's first quarter earnings conference, Musk unexpectedly publicly stated: "Possibly next quarter, we will publish information on Tesla's super factory in China, at the latest, no later than this year. Quarter."

The favorable policies, the development trend of new energy vehicles and the improvement of the industry level have undoubtedly accelerated Tesla’s official admission.
