The "Automotive Battery Industry Specification" (Ministry of Industry and Information Technology's Announcement No. 22 of 2015, hereinafter referred to as "Specifications") was officially released on March 24, 2015, and will be implemented on May 1, 2015. Up to now, our ministry has released three batches of companies that meet the "regulatory conditions". In order to standardize the company's application procedures and requirements, implement relevant standards for power batteries, conduct strict inspections and checks, and further guide the healthy development of the industry. The relevant matters are now supplemented as follows:
Car battery
First, material conformity and local preliminary examination requirements
Enterprises should strictly comply with the requirements of the "Code" requirements, provide relevant supporting materials, and ensure that the paper materials are consistent with the application materials submitted by the application system. If an application for supplementary materials is required after an expert review, the enterprise shall supplement the application system and submit paper materials.
The competent departments of industry and informatization of the provinces, autonomous regions, and municipalities directly under the Central Government, and the central enterprises shall strictly monitor the authenticity, completeness, and conformity of the application materials of enterprises, and promptly and seriously conduct preliminary examination of the application materials (including supplementary materials) of the enterprises within their jurisdiction. Work and send 1 official paper document (including attachment materials) to the Ministry of Industry and Information Technology (Division of Equipment Industry).
Second, product standards compliance requirements
Monolithic enterprises that have been listed in the announcement shall retest the typical products according to the requirements of GB/T 31484-2015, GB/T 31485-2015 and GB/T 31486-2015, and shall complete the test before the end of June 2016. Submission of a test report issued by a qualification authority for power battery testing, overdue revocation notification qualification.
Unannounced individual and system enterprises shall, when applying for "Specification Requirements", test the typical products according to the requirements listed in the Annex, and provide inspection reports issued by a competent authority for power battery testing. When applying for a system enterprise that has not been listed in the list of individual company products, it is necessary to submit a single product inspection report issued by a qualified organization that detects the power battery at the same time.
Third, the annual report submission requirements
It has been included in the announcement. The company shall submit its annual development report online before March 30 of each year, and submit one copy of paper materials to the Ministry of Industry and Information Technology (the Department of Equipment Industry). Enterprises should provide complete supporting application certification materials in the annual development report, and at the same time, enterprises that produce power battery cells and systems should include self-produced and self-contained monomers when counting monomer quantities. If new products or research and development capabilities of an enterprise change, it is necessary to provide corresponding product information tables, product testing reports, and patent certificates. If the annual development report is not submitted as required, it will be dealt with in accordance with the relevant provisions of the "Regulations".
